Can I see other people's GPX tracks (not my friends)?
Garmin Basecamp used to have a feature where I could see other people's GPX tracks in an area. Does CalTopo have this feature?

Not exactly. We do have a feature called Shared Maps. Please see https://training.caltopo.com/all_users/overlays/overlay-desc#sharedmaps for more information.
