Map sheets not showing on shared maps

I'm having an issue where I load a map sheet to a map, select that the map be opened with the currently selected layers, but users of the map with write permission don't see the sheets and don't have an option to add them (I believe the dialog displayed is "No map sheets available" when they try to select one through the layers menu). I've tried moving the sheets to various folders and re-saving the map before creating a new shareable link. This isn't an offline thing b/c all users have service when using the map.
