Adding additional layers to a map?.

How do I add a weather layer to a map?

I have a simple map with just the default topo map. I click on the add a layer prompt and ggggggo down to waether select water and nothing happens.  How can I add additional layers to a map this is getting very frustrating. I know it is simple for a lot of people but I am stuggling with all these help additions. Not Happy
