Help with Parcel data

I trying to research source data for Parcel ownership. Background: historically, the parcel ownership data showed for me in another mapping app, and at some point, it disappeared selectively, and now all ownership (including a parcel an organization I’m a board member for, owns) as “N/A. After digging a little more, ALL the parcel ownership data in this town, and a few surrounding towns (Clifton, Brewer Maine) are listed as “N/A”. I thought initially it was the entire county, but other towns and “cities” (we don’t really have any real cities in Maine) in Penobscot County Maine include this detail. I’m wondering if the data is corrupted, or if the municipalities have some say in whether the data is available? Does anyone have knowledge of this data layer?
