Convert line to line assignment does nothing

I have a map with an exiting line and would like to convert it to a line assignment. I selected that from the transform menu but nothing happens. Selecting "duplicate as a line assignment" also does nothing. No new entries appear in the list of objects.

It looks like data may have been created, when I export the map there are now several new assignments named "N/A" but they don't appear anywhere in the GUI.
