Custom Layers Not displaying

There appears to be a new bug in the system, none of my custom layers displaying, even if I select them at 100% in Base Layers. They show up in the Map Layers tool bar, they just aren't displaying on the map itself. For Example, I have a layer for County Boundaries. I was working in the new user interface, but now it's not.
