How do I determine the owner of a publicly shared map?

Unfortunately you can't right now. It's something we'd like to add, and from a technical perspective it would be easy to do. The hard part is that we need to figure out how to do so in a way that respects the privacy of users who signed up and created maps without necessarily intending to have a publicly-shared profile.
