Always center mouse-wheel zoom on the mouse cursor

When zooming with the mouse wheel while viewing a map, the zoom is centered on the mouse cursor. Said another way, the mouse cursor stays over the same point on the map while zooming. This is great as it allows easily zooming in on any location on the map, even moving the mouse during zooms to fine tune the zoom as more detail appears.

This is not the case when adding a buffer, polygon, or line - the zoom is centered on the center of the viewport, meaning that the mouse is changing its position on the map with each zoom step. This requires more mouse actions to zoom into a specific point and it's a disorienting change from the usual behavior. I would love to see the same "zoom centered on the mouse cursor" behavior used when adding these objects.
