This is typically due to device settings.
Settings will be slightly different based on model:

Ensuring you have battery use set to unrestricted for CalTopo is important, and not having the phone in battery saving mode, or excluding the app from this if you do need to turn that on.
Also ensuring you have enabled "use precise location" under the location settings within the app settings.
Additionally, if you are in marginal service and you are not in airplane mode, you will have better results either going into airplane mode, or enabling background data usage for CalTopo, as otherwise your location cannot be found when the app is "in the background".
For iPhones specifically, you may need to re-calibrate the compass in location settings if the problem persists.
