Navigation Heading Does not Match i-Boats App & is wrong == User Setup Error ? ?

Operating Off-Line. Samsung Galaxy Tab A7 Lite

I operate the tablet in two screen mode. One screen/window is running i-Boats chart & navigation app. Other screen/window is running CalTopo downloaded layers with navigation heading displayed.

i-Boats Heading - Compass True - is correct while CalTopo Heading is way off . . . varies between 20 and 60 degree error.

For example i-Boats shows heading 355 true and map display shows boat heading toward open water. At the same time CalTopo is showing a heading of 270 or so degrees with the 'track' headed for land.

What could be causing the CalTopo error
