Network Link to ArcGIS

I had previously exported an KML file from CALTopo and was able to import it in ArcGIS as a KML layer and get somewhat live updates on Map Objects. Recently went back in to begin experimenting with this more and seeing the ability to have Shared Locations also sent through the Network Link but now every time I attempt to launch the ArcGIS map with KML their website freezes. Is there a better means to link CALTopo data into ArcGIS. This is more crucial for our Emergency Management Team to overlay CALTopo data into their EOC.
