Make TF Outdoors layer downloadable

TF Outdoors has extra information that I would really like to be able to reference when I am out of cell phone range. For example, it lists the names of the rapids and campsites along the Colorado River, which I am rafting this summer. The other layers show campsites but have no names, and no other layer has names of rapids. This feature was what convinced me to pay for CalTopo, so this is a real disappointment that this layer is not available offline.
