what's this legend "blue dotted line" stand for?
is it unsurveyed stream or trail?

If you look at the bottom of the map window, you'll see a button labeled "MapBuilder Topo Info." If you click on it, it will display the legend. What you're asking about is a Intermittent River, Stream, or Creek.
