Thanks for the question. I was able to make the URL you posted work. When I put that URL in the "Auto-Configure URL" box and clicked go you should get another dialog with a list of layers. I checked all the layers that were available and ended up with the entire State of NY covered. Outside the state was all greyed out, I was able to fix that by adding Transparent=True to the URL Template. Here is the URL to put into the URL Template:
http://orthos.its.ny.gov/arcgis/services/wms/Latest/MapServer/WmsServer?SERVICE=WMS&VERSION=1.1.1&REQUEST=GetMap&STYLES=&BBOX={left},{bottom},{right},{top}&WIDTH={tilesize}&HEIGHT={tilesize}&BGCOLOR=0xCCCCCC&Transparent=True&FORMAT=image/png&EXCEPTIONS=application/vnd.ogc.se_inimage&SRS=EPSG:3857&LAYERS=0,1,2,3,4
If you put that into the URL Template, make sure when you copy the URL there is no white space at the beginning or end, and that the Type dropdown is on WMS. I've included a screenshot so you can see the configuration.
