Tiny map labels when printing vector maps

When printing a vector-based map (like OpenCycleMap), the labels end up microscopic. On the print page everything looks fine:

...but then this is the result:

If I choose more than 200dpi, the labels get even tinier...

No such problem with raster maps (e.g. USFS).
