Map Layer Data Updates

Map Data can be dynamic over time. Some data sources are constantly changing (such as OpenStreetMap) while others remain static over a long period of time or nearly forever (Scanned Topos). Finally some layers update on their own and don't require our team to manually update them over time (such as real time data overlays).
