local host won't connect

I can't get the local host to connect. It worked last year. I have started over and it didn't help.
I can't get past this message:

This site can’t be reached. Localhost refused to connect.
Try:

Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED

    This looks like either there is a firewall on your machine or the offline application didn't start up. Can you send the output in the window for the offline app?

    I never see the command window if that is what you are asking for. When I click on the "CalTopo-Offline-Java-9-10.bat" nothing happens. The first time I did allow access through the firewall.

    By clicking on the "cal.jar: file and waiting for several minutes, another firewall window opened. After allowing access, the local host connected. Thanks

    Sorry to keep bothering you. Now I have connected, selected some areas for
    download, clicked the download button and nothing happens.

    I don't see the quota when I am trying to download maps.

    Mine is the second one.

    Download beta 17, we have a small known issue with downloads that is fixed in that beta.

    I downloaded beta-17.jar. I put it in the same folder:

    Still the same error. The quotas don't show and nothing downloads.

    Ok. You need to delete the old cal.jar and change the new beta-17.jar to cal.jar. Then to start CalTopo offline you need to click on CalTopo-Offline.bat unless you have Java 9 or 10 installed. Most likely you have 12 or 13 which are the current versions. That should have you up and running.

    Hi Dewayne -

    Sorry this has been such a circus for you. Looking at our sever logs and database, the sync appears to be happening fine on our end. Do you see any error text in the black windows cmd console that comes up when you start the app? Also, would you mind sending me your topo.sqlite file? The help system has blocked those attachments in the past, you can email it directly to [email blocked].
