Negative polygons within polygons

I am working on some mapping for new trainees at my agency. Within our larger jurisdiction are smaller blocks that aren't ours. How can I get these blocks to appear as a unshaded or negative polygon within the larger one?
Theoretical example attached: we would respond to the homes/neighborhood around Gaynor Lake, but the water itself isn't ours. I want the neighborhood shaded, but the water not.

    Sorry, but polygon inner rings are not presently supported. It's something we'd like to add, but supporting them across the board (drawing, editing, printing, area calculations, label placement, etc) is a tremendous amount of work with a number of higher-priority features like the app ahead of it.,

    At the moment, you'd have to either overlay another polygon of a different color (so that the area at least looks different) or draw a C-shaped polygon closed into an O, so that there's a connecting border between the outer perimeter and the inner hole.
