My CalTopo maps have lots of pre-set rectangular and polygonal areas on them. Black lines outline these areas.

It is not clear to me what they represent.

Can anyone tell me what these are?

It seems like maybe they represent old mining claims in the national forest, but I cannot find any reference to clarify what these areas are.

I believe they are inholdings or mine claims in USFS land. If you have a pro account or desktop account you can create your own custom MapBuilder Layer (Go to Add Layer, Mapbuilder Layer) and you can pick exactly what you want to see on your topo map.
