Using Caltopo as a WMS

I'm trying to create offline maps for ATAK (Android Team Awareness Kit and/or Android Tactical Assault Kit). According to the little ATAK documentation I have a user can use MOBAC to create OSMAND SQLite datasets for this purpose. However, I can't figure out how to get it to load into MOBAC. An XML with the below information gets me a zoomed in picture of a couple of contour lines.

<?xml version="1.0" encoding="UTF-8" standalone="yes"?>
<customWmsMapSource>
    <name>Caltopo TEST 2</name>
    <minZoom>0</minZoom>
    <maxZoom>18</maxZoom>
    <tileType>png</tileType>
    <version>1.1.1</version>
    <layers>t</layers>
    <url>http://caltopo.com/api/ABC123/wms?</url>
    <coordinatesystem>EPSG:4326</coordinatesystem>
    <backgroundColor>#000000</backgroundColor>
</customWmsMapSource>

If I just try to use a browser and use GetMap to try to understand what I'm doing wrong I get an even closer zoomed in picture of a a contour line. (see line below)

http://caltopo.com/api/ABC123/wms?REQUEST=GetMap&LAYERS=t&SRS=EPSG:4326&BBOX=-133.945313,20.797201,-61.875000,50.847573&WIDTH=256&HEIGHT=256&FORMAT=image/png&BGCOLOR=#000000

And if I try to load CalTopo as an online map in ATAK with the below xml I get nothing.

<customWmsMapSource>
    <name>Caltopo TEST 2</name>
    <minZoom>0</minZoom>
    <maxZoom>18</maxZoom>
    <tileType>png</tileType>
    <tileUpdate>None</tileUpdate>
    <layers>t</layers>
    <url>http://caltopo.com/api/ABC123/wms?/{$z}/{$x}/{$y}.png</url>
    <backgroundColor>#000000</backgroundColor>
</customWmsMapSource>

Any help would be helpful at this point....

    Sorry for the delayed reply here. First, I want to note that this is not a supported use for the CalTopo WMS/WMTS endpoints; you'd be allowed to enter your own endpoint into ATAK to load map tiles on the fly, but generating large-scale offline datasets, particularly if you intend to redistribute them to others, is not allowed.

    I can't provide any advice wrt MOBAC, but I imagine ATAK is probably looking for a WMTS-style (z/x/y) endpoint rather than a WMS one. For that, you should try (also note most layer have a max zoom of 16:
