Dimensions of pdf file vary when changing scale?

I'm trying to print a map of a trail system I'm working on. I want an overview map of the entire area, and a close-up of the first half of the hike because that's the more complex area. So I created an 8.5x11 pdf of the first half, and that worked just fine, with margins of about 1/2" on all four sides of a standard sheet of paper. But when I tried to zoom out and create an 8.5x11 pdf of the larger area by increasing the scale, the resulting pdf prints out with 1 1/4" margins, so the printed area is only 5 1/2" x 10". Why should the printed area be narrower just because I changed the scale? The length doesn't change, so why should the width?

    Do you have the IDs of the source PDFs? That would let me look at details in the database, but the margin issue appears to be because it was generated at 8.5x14 (legal) rather than 8.5x11 (letter).
