Unify USGS Tiles in 1 layer

The suggestions is to have 1 single USGS layer that provides always the most up to date tiles, combining USFS2016 as main source, then filling gaps with USFS2013 data, then filling gaps with USGS 7.5

    Don't see myself doing this as it's already available in the CalTopo UI via layer stacking, and the forest service shortcut in the left bar gets you most of the way there. It currently uses the 2013 version but I should update it to 2016; there is very little coverage difference between the two layers so not much is gained by falling back to 2013 when 2016 doesn't exist.
