We're rarely online in the field, and depend heavily on line assignment capability - would it be possible to expose this functionality in the offline version?

It should be available. Is there a chance you downloaded caltopo offline instead of sartopo offline?

Sorry, I mis-stated the need: what we were surprised to find was that the Line snap function was unavailable on the USFS map when offline.

    Got it.

The snap-to data is stored separately from the map layers. I'm definitely aware it's not available offline, but I'm not sure if or when I'll be able to support it.

Understood - is it located at another site, or is the problem one of
packaging? The reason I ask is that the majority of our assignments are
line assignments bound to trails or other line-based entities, so being
    offline really hurts.

Different format that prevents me from fully re-using the code for storing tile data offline. It's entirely a technical issue as I'm not going off to any 3rd party sources for the data, but it's not one I'm able to solve in the short term.
