Range Rings datum

I've noticed that when I am working in NAD27 datum (which I end up needing to do fairly often), when I plot range rings they tend not to be centered on the point I think they should be. With experimentation, it appears that the range ring function assumes that the map reference point (whether the center of the visible map, or the point which was right-clicked on) is in WGS84.

    I believe this is fixed - take a look and let me know. I was actually converting from NAD27 to WGS84 twice, rather than never.
