Just got the desktop account. Downloaded the "fresh install" bundle from April 27, 2020.

After invoking java -jar cal.jar I get the following notice:

Welcome to SARTopo Offline version 4160, 04/28/20 02:33:06
License Key NOT FOUND expires on NOT SPECIFIED
Temp data unpacked to /tmp/winstoneEmbeddedWAR

Server Addresses: http://localhost:8080/ http://----:8080/ 2020-10-13 19:30:50 DownstreamPropertyConfigurer [ERROR] No properties file found at sarsoft.properties. Resorting to default configuration. THIS SOFTWARE IS NOT PROPERLY LICENSED: LICENSE KEY NOT FOUND Legal, licensed use is only available as part of a CalTopo/SARTopo subscription, and subject to additional restrictions as described at https://caltopo.com/offline/app Suspending startup for 2 minutes . . .

I was able to resolve this by simply renaming cal.properties to sarsoft.properties

If you don't run the full command line per the instructions, then it will not correctly set the properties value.
    The full command line being:
    java -Dsarsoft.properties=sar.properties -Dsarsoft.version="SARTopo Offline" -Xmx1024m -jar sar.jar --debug=1
