Offline App doesn't run on MacOS Cataline

I'm trying to get the offline / Desktop App (latest stable version from Jan. 2019) to run on my mac.
MacOS 10.15
Java version:
Java(TM) SE Runtime Environment (build 13.0.1+9)
Java HotSpot(TM) 64-Bit Server VM (build 13.0.1+9, mixed mode, sharing)

Using the CalTopo Offline.app just shows a dialog that says "This application can't be opened." Trying to launch the batch file manually from a command line throws the following stack trace:

    Thanks for sending this. Will you download and try the beta jar file and see if it works? I don't know if any of us are running 10.15. I kicked this over to one of the developers.

    Same Stack trace with the nightly.jar dated october 20, 2019.

    Actually, I just manually ran the command in CalTopo-Offline.bat:

    java -Dsarsoft.properties=cal.properties -Dsarsoft.version="CalTopo Offline" -Xmx1024m -jar cal.jar --debug=1

    It seems to work that way. It does not work when trying to run it from the .app file

    Ok awesome, that’s helpful. We’re tracking down what appears to be an unrelated permissions issue (Catalina doesn’t allow the app to have +x privileges out of the box) requiring a chmod to fix. I’ll loop back here soon. We also got a second bug report RE: 2FA with hardware keys that we want to track down more.

    I am having exactly the same issue with Catalina. Was this ever resolved?

    Because of the way Mac is handling apps from outside their store you need to do a chmod 755 on the actual app file to make it executable. We're going to have to push an update but we have a few things left on the mobile app before we can switch focus.
