Problem with loading geospatial image

I'm very new to this, but in trying to add a geospatial image layer, I'm getting a weird problem:

I've got a scanned map hosted in google photos. I copy the image address, put that in the URL field, and hit "set", and the image displays on the map. But, none of the other functions in the dialog box seem to work. Toggling the opacity does nothing, and right-clicking on a point in the image to use it as a georeference point produces the traditional options of new, measure and point info, rather than georeference | mark point 1, etc.

Anybody seen this before or have any idea what might be happening? Thanks!

    Sorry, this wound up in spam for some reason, but I think the bug causing this was just fixed a couple days ago. Try it again and if it's still an issue, let me know.
