nevada emigrant pass quad has incorrect map tile

while hiking marys mountain in nevada i noticed that the caltopo USGS map
tile seems to be incorrect.

marys mountain is at 40.735667, -116.263151

you can see the issue at the boundary of the quad, or if you flip to your
mapbuilder topo layer instead.

i dug through the USGS website a bit and i noticed that their 1989 map is
wrong as well... but the 1986 map seems to be correct.
